I am requested to forward to you the enclosed copy of a communication which we have received from Mr G.. Ainslie, serving as an Officer on board the British steater "Wenchow" Mr Ainslie voices & complaint similar to others which have reached us from time to time. He recites actual cases which haw arisen where much un- nocossary trouble and anxiety have arisen oving to the fact that signals displayed at the different ports on the Coast of China have a different meaning to that com tained in the International Code. We feel that perhaps

by this is & matter which might be brought the Board of Prade to the notice of the Consul General in China when perhaps as a result of his influence those who display the signals complained of at the different ports might change them, and thus avoid further misapprehension and consequent trouble in the future.
